Dr. Pravin Kolhe is a
senior water resources professional serving as Superintending Engineer,
Water Resources Department, Government of Maharashtra, India. He has over
19 years of professional experience in water resources management,
irrigation infrastructure, e-Governance and institutional capacity
building.
Earlier, he served as
Superintending Engineer, Pune Irrigation Project Circle, where he was
responsible for the planning and implementation of major water and
irrigation infrastructure, including dams, canals, piped irrigation
networks and small hydropower schemes. Prior to this, he served as
Executive Engineer, Pune Irrigation Division, handling water and irrigation
management activities.
Dr. Kolhe entered the
Water Resources Department after securing First Rank in the Maharashtra
Engineering Service Examination-2004 conducted by the Maharashtra Public
Service Commission (MPSC). He subsequently gained experience in
e-Governance project development, technology adoption and capacity building
in the public sector.
Dr. Kolhe completed
his Ph.D. from IIT Bombay in 2026. Prior to that, he obtained a Gold Medal
in Civil Engineering from Pune University in 2004 and completed his M.Tech. from IIT Kanpur in 2007. He completed the
Executive Post Graduate Programme in e-Governance from IIM Indore in 2014.
He also holds an MBA in Finance, a Master of Arts in Public Administration
and three postgraduate diplomas.
His professional
contributions have received several recognitions. He was honoured with the
Outstanding Engineers Award by the Government of Maharashtra in 2019 for
his contribution to irrigation management. In the same year, he received
the Geospatial Excellence Award on behalf of the Water Resources Department
for the application of drone technology in water management. His
contribution to the Integrated State Water Plan was appreciated by the
Director General, MERI. He also received the Sir Visvesvaraya Award in 2011
from the Principal Secretary, Government of Maharashtra.
Dr. Kolhe has
contributed to academia and professional institutions as an Industry Expert
member of Academic Councils and Boards of Studies in Civil Engineering. He
has also served on the Industry Advisory Boards of PCCOER and VIIT.
He served as
President of the Hydro Power Association (India) from 2023 to 2025. He is a
life member of 15 technical and scientific organisations and regularly
participates as a speaker at professional conferences, including India
Water Week. He has also delivered guest lectures at several academic and
professional institutions across India.
He has a strong
interest in technology-enabled water management, geospatial applications,
e-Governance, irrigation modernization and capacity building. He also
designed, developed and manages www.pravinkolhe.com, an educational
platform providing Civil Engineering study material for students.
