MRR-007: Economic Planning of R&R and Implementation

Sustainable development of displaces is possible only through a careful planning of their Resettlement and Rehabilitation (R&R). The R&R of the displaces in fact begins with the economic planning of the same. Ideally the project implementation authority (PIA) shall plan a smooth displacement of the affected families and their consequent R&R along with the planning for the development project itself. This course provides a comprehensive knowledge about the economic planning of R&R and its implementation and the advantages of a participatory approach during the economic planning of R&R for the stakeholders.
a) Block 24, The Concept has four Units. It familiarises the student to Economic Planning and Implementation. It defines Economic Planning and Implementation and discusses the stages of Economic Planning and Implementation in R&R. The block also discusses the objective of the Economic Planning as well as the objective of Economic Planning and Implementation in the participatory management of displacement, resettlement and rehabilitation. It has a Unit on the Role and Significance of the Stakeholders Involved discusses the role of the primary stakeholders of the primary stakeholders. The block also introduces the student to the different types of Economic Planning and Implementation mechanisms.
b) Block 25, The Process has three Units. It discusses the steps involved in the Economic Planning and Implementation of R&R activities. The information needed for each Economic Planning and Implementation system is distinct and depends upon the issue that each system must address. The block also discusses the general approach to Economic Planning and Implementation in resettlement plan implementation and deals with the common practices followed by the different project authorities in different sectors. The Interpretation of Rules and Regulations includes discussions on the application of monitoring and evaluation as per the Indian National R&R Policy, the World Banks' policy on participatory Economic Planning and Implementation, the Asian Development Bank's Operational Manual on Participatory Economic Planning and Implementation, and the interpretation of the rules and regulations on monitoring and evaluation by various stakeholders.
c) Block 26, Application also has three Units. The Block discusses the Essentials for Making the Process Participatory, deal with the provisions of participation of stakeholders in the existing R&R policies and discusses the importance of stakeholders; participation in Economic Planning and Implementation of R&R policies and discusses the importance of stakeholders' participatory Approach imparts knowledge on the beneficiaries of a participatory Economic Planning and Implementation and deals with the benefits for each stakeholder by applying participatory approach in the process of Economic Planning and Implementation of R&R projects. The block also deals with the Limitations operationalising participatory approach in the process of monitoring and evaluation of R&R project and considers limitations due to inadequate policy provision for participatory monitoring and evaluation, limitations due to lack of motivation of the implementing agency, and limitations due to lack of awareness of the affected population on participatory M&E process.
